A DIALOGUE ON IMMIGRATION IN THE COMMONWEALTH

The Intergovernmental Affairs Committee of the Pennsylvania House of Representatives will hold a Public Hearing on Immigration in the Commonwealth on Thursday, October 25, 2007, from 2 p.m. to 5 p.m., at the Holiday Inn-Philadelphia Stadiums (Ballroom), 900 Packer Avenue, Philadelphia, PA 19148.

The focus of this public hearing is to begin a dialogue in Pennsylvania on the complex issue of immigration. The purpose of this hearing is two-fold. First, we will be obtaining pertinent information from various stakeholders on the issue of immigration in the Commonwealth.

Secondly, we will seek comments and recommendations regarding the immigration legislation in our committee to assist us as the Commonwealth moves forward on the issue. There are currently four pieces of legislation in committee: HR 280 (Rep. Cruz), HR 286 (Rep. Metcalfe), HR 346 (Rep. Eachus) and HR 751 (Rep. Creighton).

This hearing is an opportunity to hear from federal and state agencies and private organizations to obtain the most accurate information and statistics available.

How to Better Position Your CBO for Financial Excellence
Given our tax laws, Non profit corporations can take advantage of their non for profit status to seek donations.  The donations serve as income to the agency, and as a tax deduction to the donor.

This course will cover public and private sources of funding. Participants will learn how to conduct internet research to find public sources of funding from the Federal, state and municipal level.  In addition, participants will learn the nuts and bolts of private fundraising, with a focus on corporate, foundation and touch upon individual donor strategies.

Learning Objectives:
1.      Understand the basics of Fundraising

3.      As to public sources, obtain research tools to obtain information on federal, state and municipal sources

Faith and Politics
People of faith take political issues more seriously when they are framed as moral issues.  Voting patterns suggest that mobilization of faith communities for elections can influence outcomes.  Surveys support important differences between Latino Catholics -- who have become the most loyal of Latino Democrats -- and Latino Protestants/Evangelicals -- who have tended towards Republicans until 2006, when immigration became a major issue.  What needs to be done to incorporate these important constituencies in Pennsylvania into political participation?

Latino males are on the outskirts of social service reform. Healing the Wounds of Crime in the Latino Community
With an ever high representation of Latinos in our criminal justice system, we cannot but wonder how to make things better for our affected community. The purpose of this workshop is to provide a space to speak about it and to have a living experience of a transformative process that can be learned to be implemented in our Latino community. Attendants to this workshop will be invited to:

    • See crime from a different perspective than the traditional one: from adversarial lenses to restorative ones.
    • Participate on one of the most effective restorative justice practices which use ritual and storytelling reflecting Latino values: The Peacebuilding Circle process.
    • Get informed about the agencies that provide restorative services and know how to get involved to make a difference in their personal, family and community life.

Changing the Educational Culture of Latino Youth: The National Need for Engaged Latino Based Organizations
The contemporary and future organizational limitations of the U.S. Latino community is a primary concern of the National Hispanic Institute since it reveals how Latino-based nonprofit organziations that seek to beenfit large sectors of the community have become increasingly unrecognized, underutilized, and uncoordinated. As the gargantuan Latino population in the United States continues to expand in the decades ahead, the Institute seeks to determine whether its organized sectors will suddenly devise the stategies for corresponding expansion and sustainability. Additional concerns about the majority of Latino-based organizations are as follows:
(1) Will these organizations increase their level of involvement in the cultivation of eight million Latinos under 19 years of age nationwide as well as thousands of Latino high school graduates per year?
(2) Will the community's organizational infrastructure advance at a rate that establishes a new vanguard of Latino leaders who are capable of fulfilling the needs and seizing the opportunities that over one hundred million Latinos will present int he not too distant future?
